Expressways in cities such as New York, Chicago, Philadelphia, etc, are the equivalent to what many other areas call Freeways, at least when they are free of tolls. Expressways are generally limited access arterial highways supporting heavy commercial, as well as passenger traffic. Since many expressway service roads are also called Expressway, the term can become somewhat blurred.
